Just got a Hyundai venue and found a large black ringed bolt under one of the seats. What is its function?

Just found out it was for towing the car if broke down.
Yeah, there's usually a spot cut out for that with the spare tire jack and lug nut wrench.

Yeah, these newfangled unibody cars have no chassis to attach a tow hook to, so they have to go with the eyebolts into the frame.

Nobody curious why was that bolt under the seat ?
Someone was driving through a rough neighborhood?
Is it the one from the kit in the trunk or is it an extra? The ring looks marked so I'm guessing it was used for pulling something at some point.
